AV production incentive: a significant impact in Tampere

The AV incentive has had a significant impact on the location of production in the Tampere region. The development of AV industry know-how and production services over the past few years has strengthened Tampere's position as an audiovisual production location.

Internationally successful productions affect not only the image of Tampere as an interesting city from the point of view of tourism, working and living, but also the views regarding Tampere as a production location within the industry. Positive examples of large international and national productions (e.g. Dual, Koskinen) have brought Tampere visibility also within the industry and thereby created wider awareness and interest in Tampere.

In 2022, the average costs of the production receiving the incentive for the Tampere region were €442,000. The number of supported productions has decreased from 32 productions to 18 productions between years 2019 and 2021, but at the same time the average sizes of productions have more than doubled.

During the years 2019-2021, the income from corporate tax of companies in the region has been higher than the incentive paid to the companies. The total employment impact of the supported productions is an average of 60.6 employees per year, and the employment impact has increased by more than 80 % between 2019 and 2022. The productions that received the incentive have employed up to 2,200 employees in the years 2019-2022 for different periods of time.

The employment situation and the skills of professionals in the field have improved significantly in the Tampere region in recent years. In particular international film productions have increased the competence level of operators in the region. The productions located in the area employ more experts in the field every year, and and nowadays make it possible to work in the branch all year round.

The production incentive has played its part in supporting this development. More than 75% of the production days of the supported productions took place in the Tampere region.
